We are seeking an Third Party Coordinator to report to Third Party Manager working as part of Third Party Coordination team to coordinate and facilitate the overall activities required to organize and implement utility rearrangements activity. This role will work closely with Project leadership team to meet the Projects organizational objectives by ensuring that third-party work is completed on time and within budget and by keeping third-party issues from impacting the project.

• Lead Third Party Coordination with the city, county, and state agencies and utilities, regarding relocation design, construction, and operations.
• Work with third party utility owners to coordinate and drive schedule for start and completion of utility rearrangement work.
• Perform technical design reviews and facilitate comment resolution for Third Party Utility relocation designs.
• Coordinates plan approvals and obtains permits from third-party agencies.
• Ensures the presence of fiscal integrity in all dealings through the agreement, work order, and audit processes.
• Work with Third Party Manager to establishes and monitor long-range goals, budgets, strategies, and schedules for the Project to support resource allocation.
• Work with manager to develop agreements and work orders, the acquisition of permits for Metro projects, and the review of city building permit applications in proximity to Metro facilities and relations with railroads.
• Attend regular project Third Party staff meetings and other project staff meetings as required.
• Work with Manager to support negotiations for the development of staffing projections and procurement estimates necessary for tasking agencies and utilities to perform construction and relocation of facilities.
• May provide feedback to and coordinates with various Metro departments involved.
• Prepare written and oral reports for SGL Project leadership.
• Interacts with design and construction management consultants engaged by Metro, other agencies, and utilities in order to bring early resolution of conflicts/disputes throughout the construction process, imposes the discipline of schedule and budget on agency and utility representatives, and ensures cooperation between the various parties.
• Review purchase orders and invoices for justification and concurrence for payment.
• May obtain noise variances, peak hour exemptions, and holiday moratoriums from third parties.
• Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance.

Knowledge of:

• Principles and practices of Civil, Utility, Traffic Control, Corrosion Control, and Environmental Engineering, including railroad and utility safety regulations in addition to Theories, principles, and practices of public agencies and private utilities.
• Organization and processes of agencies and utilities, especially in regard to the processing of agreements, designs, reviews, and funding details.
• Principles and practices of construction project management, including construction means and methods.
• Construction and engineering plans and drawings.
• Contract administration, budgeting, accounting, and auditing principles and methods.
• Public speaking and running third party meetings.

Skill in:

• Understanding and analyzing engineering and construction concepts.
• Resolving conflicting work issues between third parties and contractors.
• Observing and analyzing situations, identifying problems, resolving issues and/or recommending solutions, and evaluating outcomes.
• Communicating effectively orally and in writing with the various third parties and to a wide range of technical, professional, and construction-oriented groups and individuals.
• Basic computer usage.
• Applicable business software applications.

Ability to:

• Work proactively and keep Third Party Manager informed.
• Work independently in a highly structured environment.
• Meet tight time constraints and deadlines.
• Understand, interpret, and apply laws, rules, regulations, policies, standards, procedures, contracts, budgets, schedules, and labor/management agreements.
• Compile, analyze, and interpret complex data, with the use of computer equipment.
• Travel to offsite locations.

• Minimum 5 years of experience of relevant experience performing third party work.
• Bachelor's Degree in Engineering (preferred), Construction Project Management (preferred), or a related field; Master's Degree in Business.
• Administration, Public Administration, Transportation Engineering, Urban Planning, or a related field preferred.
• California State Professional Engineer (PE) registration preferred.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
• Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $125,000 to $150,000 per year (depending on qualifications)
